I believe that the catamaran would have the right-away.
Sailboats automatically have the right of way only if they are under sail.

I am not a captain, but I believe a boat displaying a dive flag or the blue and white flag has the right of way because they have limited to no ability to move.
When we the last time you saw a tourist catamaran actually under sail versus using the engines as primary source of propulsion?

My understanding is the dive boat captain has a responsibility to protect his divers beneath him and that the Fury should have moved/given way. When other boats are approaching, the dive boat captain is supposed to stay with his bubbles.
