That's not an unreasonable getaway. I've had another person also recommend Shishihama.
Also, have you dived there enough to recommend Izu west (Shuzuoka/ Numazu side), versus east (Yokohama/ Tokyo side)?

Trip Report:
I ended up going with East Dive Tokyo, which was a little pricey but had no trouble booking me the night before.
We were originally supposed to do boats on the east side of the Izu peninsula, but waves were white capping in the morning, so we shifted to the west side and dove in Suruga Bay off the shore at Ita Beach. The site itself was a pretty decent drop off, starting at about 35 ft and then falling off in a rocky hill to about 80. It reminded me alot of diving in the PNW, but the conditions were much clearer (horizontal viz of about 15-20m), and it was much warmer.
I was surprised by a number of things.
1. I was expecting it to be much colder. I was planning to be cold in my 5mm, but the water was actually high 70's. This somewhat worries me.
2. There was a COMPLETELY different set of conditions just driving west. The waves were nonexistent and conditions were pretty good actually.
3. The amount of wildlife in Suruga Bay. For being somewhere I'd expect to be desolate, they actually had a pretty good amount of fish, including fish I didn't expect to see so far north. The eels in particular were pretty fantastic, we found a large Kidako Moray, as well as the biggest Dragon Eel I'd ever seen. Therre were sizeable schools of smaller fish, and a surprising number of brightly colored damsel fish and wrasses I associate more with warmer waters.
All in all, it was a solid outing and I look forward to the next time I can go.
