Zeagle Stiletto Carry Handle?

Trying to figure out the purpose of what looks like a carry handle. But the way the strap is sewn, the thick, padded part is not centered and cannot be cinched up any tighter due to the way the webbing is sewn. Is the buckle supposed to be on the other side of the sewn webbing?

You can't just slide it through the webbing counterclockwise? My buckle is in the same position and the handle is centered perfectly. I can also slide it in both directions.

I adjust the strap so it holds the bc at my preferred height on the tank making it easier to fasten the cam bands. Safe diving.
