Why have just a chamber? How about a bell launched through a moonpool to pick you up at your decompression stop that transfers you to the chamber under pressure? I would NEVER climb a ladder again.

Yes, because you can safely go on pure Oxygen much deeper in a dry chamber than you can in the water. You can also lay in a bunk, talk, drink water, and eat a sandwich.
