This is exactly what it states. Purchased about 6 months ago and used to check my tanks when they were filled outside of my LDS.
It's for yoke based tanks and I've since converted all mine to DIN so I've got no use for it any further.
As you can see from the pic, it's flawless and looks as great as the day it came out of the original packaging. It's a twist bleed valve setup. The gauge shows PSI and BAR and the yoke fitting is rated to 3500 psi. I've seen it show fills up to around 4000 psi on my high pressure tanks, so no worries there.
