One other suggestion for "skills," however. Like it or not, a majority of divers use computers or some other form of digital timing device. In lower visibility situations, even if you are using an ascent line (or especially a DSMB) it's not uncommon to do an "instrument ascent" (looking at the DBT to get your ascent rate correct while simultaneously controlling buoyancy and position with your buddy). Longer ascents using this technique take some practice.

I agree and if I ever get to the point of writing standards, I'd add that as well as a requisite 'shallow' skill prior to any deeper diving.
Its amazing that my thoughts after a few years, DM'ing part of them for Mike Ferrara that I can come up with this stuff. Even better that it's very close to the GUE/DIR ethos as well. (and I am not DIR).
As for when its offered, if I do decide to start teaching diving at Purdue and get the requisitite instructor credential blessing, and decide I am compentent to teach other's deep diving, this is what I'd use. (with many of the suggestions in this thread as well)
