How does one get in on this, I know that the ground hogs have a very popular first dive of the year.
Unfortunately "The Big Chill" (the groundhogs fundaiser mentioned) is not on this year. The original organizer does not currently have time due to other commitments and no one else has stepped forward. This was not a store run event, they were just one of the many sponsors.
As far as diving in the colder weather, just hang around here and I'm sure you'll find some action.

I have not heard of anyone going out in the winter on a boat ....We do have a New YEars day shore dive at the Marine Museum....otherwise we dive at Rockport...and do the odd ice dive as well.
