I am wondering. Shouldn’t it be considered tech diving like wreck or cave diving as opposed to rec? There is no direct access to the surface from everywhere or am I missing something?

I think the "rec" vs "overhead" depends on where you are vs what the site offers. Same as Eagles Nest that can be a shallow little pond to swim in and is perfectly fine to do whatever recreational activities you like, until you go through the tube then it's a different animal.
