Will a wet undergarment really keep you warm?

Working, we routinely have flooded suits. Most of our divers wear fleece and stay warm even flooded. We try to use cheaper undergarments and just throw them away when they "stink". You will find that nice fleece pants and shirt will keep you pretty warm even when flooded.
