White powder

Did a viz on my aluminum tanks today. Found a teaspoon size amount of white powder. What is this? How does it form in the tank? My other tanks were fine.

It is aluminum oxide... usually due to moist air or water intrusion.

It does sound like some sort of aluminum corrosion, presumably because at one time there was some water in that cylinder.
