@dumpsterpurrs has some good points, but I think living south of Manila would still be a great option. I've been out here for 4 years and love it. The Filipino people are wonderful, language is rarely an issue, the local cuisine is tasty, plus plenty of foreign products available (grocery wise, and consumer goods). Cost of living is affordable, but steadily increasing.
There are also some great schools catering to foreign students with very high standards in their curriculum.
From my area (south of Manila) I am 2 hrs from Anilao diving and 4 hours from PG (due to ferry travel). I'm also about from Makati and BGC (not diving, but great shopping, dining, and nightlife). 30 mins from NAIA (the international airport).
Yes, traffic can be an issue, but for Manila, the south is a little less traffic than the north (Quezon). You get used to it....
