Roatan is cheap, but there isn't any night life - it is all about relaxing on a hammock, my friend! San Pedro Island is a lot of fun, but for night life it looks like the Domican republic might be the way to go - they have fesitvals throughout the year and from what I've read the diving isn't too shabby either! But I haven't been there myself nor do I know of anyone who has. I've heard a lot about Grand Caymen, too - very lively place with great diving. Let us know what you decide!
 
Might want to look at a cruise. My wife and I are sailing May 4th - 11th and will be hitting Grand Caymon, Rotan, Beliz, and Cozumal. The cruise line is NCL and the ship is the SUN. I will let you know how I make out. Just an idea.
