There is no equivalent to the yearly VIP outside of the SCUBA business that I'm aware of. If there was a real problem, wouldn't you expect reports of welding/compressed gas cylinders exploding?

And this is based on what?
In the not-too-distant past, before we learned to not drain tanks completely, divers did just that. Tanks that were not closed had the tendency to accumulate water inside, causing all kinds of corrosion. Ergo, we learned to return to the boat with 500 psi (forget about conservancy) as well as pass an industrywide requirement to inspect our tanks yearly.

It's not that I recall this actually happening... oh wait. Crap. I am that old. I do remember all the self loathing and soul searching, as well as dollar signs in the eyes of shop owners. Well, not that last part, but we certainly accused them of that.
