Where did this steel wheel underwater at Lover's Point come from?

I've gone diving in Monterey for 40 years, and recently re discovered a large, old steel wheel at Lover's Point in pacific Grove. It's in about 30-35 feet of water straight out from shore where the kelp starts. Anyone have any idea what it was? Photo and full video attached. https://youtu.be/p1P-LhdgCgo
