It's pretty flat and sandy (great beach) so I don't think there's any shore diving. About the closest place to get tanks is probably in Savannah (45min. drive) - either Fantasia Scuba or Diving Locker. I think you'll find both dive Florida sites though.
There used to be one dive/fishing boat charter on Hilton Head - mostly a fishing boat but I believe he had access to tanks. It could be this one: Integrity Charter. Fishing aboard Hilton Head's finest charter vessel.
