Thanks folks- I am thinking of getting a few tanks- still not sure about steel vs. aluminum as I am a heavy breather and I used as much air on steel tank 80 rental this weekend as I did with aluminum tanks. To save on initial cost as a newbie diver, I may get 2-3 aluminum tanks and later get steel tanks when I dive in dry suit.
Ben, to save money, just get steel tank at the first place. They maybe more expansive, but they are better tank in Monterey, and if you want to upgrade, they resell better too.
Beside looking for used, you may want to check out Diver Dan's Online Scuba Store - A PADI 5 Star Instructor Development Center (IDC) for their spring sale. the ads says if you buy 12 fill cards, you get HP100 for free. I think their fill card is 12 fills each for $30. So you basically paying for the HP100 and get 144 fills for free. Not sure if the location works for you tho.
