I've never seen that before.
Where was this taken? And do you have more pictures of the structure underneath that cloud?
 
Could be the innards of a egg yoke jelly. I've been seeing them in bits and pieces recently since a swam came thru last month.

I agree with the others, it is yolk jelly remains.
