What's the small strap above your tank strap for?

What is that small strap above your main tank used for? Should it be left loose, or tightened to your first stage?

It's according to what type of bc you have. If it has a handle molded around it, it is probably a carry strap. If not, then set your tank where you prefer to dive with it. Then snug the strap around the neck. You now have a measure of where to put your tank every time.
 
If it's the strap I'm thinking it is, It's a carry strap. You could place this strap over the valve to help you with tank height when placing the bc down over your tank.(before you attatch the first stage.)

many if not most use that little strap to gauge the height of there BC to there tank valve. Once you have set the length of it, you would simply slip it over the tank valve only. The attach your reg to your tank valve. This way what ever you use for a tank it should always be at the right level for you.
 
well if it's adjustable it's meant to hang the BC on the tank at the right height while you do the straps. If it's not adjustable it is probably meant as a handle. Some BCs have both.

The strap has a double function.
1.Once adjusted it let's you set your BC on the same hight on all your dives.
2.Most important.(it's called a safety strap),it will catch your tank when not fastening your tank,(as you should)thus preventing your tank slipping away and preventing your reg.hoses getting to short.Believe it or not,this is what it's there for.):D
