What to use to glue a departmental patch to a drysuit

I dive for a police department and want to cement/glue a "unit" patch to the shoulder, any suggestions what to use?

If you look at how patches and emblems are put on by the manufacturer, they appear to be stitched, and backed with Aquaseal.
 
There are "patch attach" adhesive glues sold online. I don't know how they'd work on a drysuit but expect OK. On a wetsuit, look for a product that says it is stretchy. The problem with AquaSeal or Goop is that it MAY be absorbed into the patch, and leave you with a mottled overall coloring. Happened to me, with AquaSeal, yellowing mottles on large white areas of the background.
