What does it take to have a sticky made?

The reason I ask is because I want to create a permanent thread that involves the Purple Urchin Crisis.
I want to list information on scheduled dives, DFW information, environmental impacts, dive reports, etc.
Essentially everything to do with the Purple Urchin Crisis.
I’m pretty involved and vested in the issue and would like to have an official page that could stay at the top.
What forum would be best?
California general?
Norcal?
Marine Science?
Any others?
