What does "blown out" mean for springs?

It takes a week or so for us to start to see a rise. But I agree... you don't know until the day you want to dive. I had an all clear for Troy about 4 days before we were going to have an SB get together. We show up and the flow had reversed into the spring. It was black alluvial water down to the bottom. TBone and I stayed dry. We went to Royal Spring, which was across the river and it's a bit higher than Troy and it looked crystal clear.
