What CPR certification or course is necessary for PADI Rescue?

I think you need to have this basic thing before you go into rescue course. I'm in NYC area and would like to do this ahead of doing the rescue course cert this year sometime.

I am thinking this is the same course nurses, police maybe, etc take. Is that right?

What exactly do I need and where do I get it without paying the dive instructor premium for the part that isn't really about diving?

I did St. John Ambulance (Canada). That's good for 3 years, though my shop required every 2 years.

if i recall i took it wit the dive shop but it was not the instructor who teach it, it was another dude.

I think he means that he will gladly pay for a course teaching first aid and CPR, as long as that course is not taught by someone who is also a scuba instructor.

If it's the same price and distance from home I'd go to the scuba instructor. But my assumption is there will be many more places to get certified for CPR in NYC, than there are dive shops/instructors offering that here.

Just sign up for an American Red Cross adult first aid/AED/CPR class. Blended is usually the easiest, but you can do class-only if you prefer. With the blended option you do the online portion and then show up for the in-class part, where you'll demonstrate the skills (AED use, chest compressions and rescue breaths, treating a bleeding injury, and responding to a choking victim). Just make sure it's not an online-only class, as that does not meet the necessary requirements.
 
Your local YMCA will often host Red Cross CPR, if not your local Red Cross office will have classes listed. It’s a 1 day class usually and not at all expensive
