I just finished my AOW course and want to proceed to Rescue Diver. What are the requirements for the course?
 
You have to sign up, and pay. You will have to do most of the course work before you go to the class. Give yourself plenty of time to study the material to be prepared.
It is a very fun course, most people I have talked to loved it, I know I did.

You'll also need first aid and cpr certification. (My wife and I just got ours not long ago so we could take the rescue course).
 
My LDS did the First Responder and CPR training along with the Rescue course.

Can someone comment on if the different agencies have different pre-requisites for the course and/or different requirements for "graduating"?

I plan to take mine next summer and I have a choice of about four agencies in town. While the instructor will be a big part of that decision, I also want to take the most challenging and thorough course I can. I think I have a choice of PADI, NAUI, SSI, and MDEA
 
To participate in the rescue training sessions in open water, and
to participate in the open water rescue scenarios, the student
must be certified as a PADI Advanced Open Water Diver or have
a qualifying certification from another training organization.
This is defined as proof of certification beyond entry level (at
least two certifications total), with proof of 20 or more logged
dives documenting experience in deep diving and underwater
navigation.
 
something for you to think about! as with all PADI courses, it is as simple as completeing the pre requisits and take the course, but it is up to you to decide if you are ready to be a rescue diver! Dont fall into the trap of buying as many certs as soon as some instructors will allow! this will only make you a very inexperienced diver, with a lot of certs!!! The most basic common sence rule is.... Take a breath! gain some experience with the cert you have and take rescue diver when you know you are experienced enough to help others! the course will teach you how to help others and some about helping yourself but experience is a great asset!
 
As mentioned, PADI requires AOW to get the Rescue Diver cert.

SSI treats their Stress & Rescue course like a specialty and you can take it straight out of OW training.

Both require first aid and CPR certifications.

I just finished the SSI Stress & Rescue course. Very good program and I had a great instructor. We covered quite a bit beyond the course requirements.

Although it's allowed, I wouldn't recommend taking the Stress & Rescue course too soon after OW cert. You're going to have simulated panicked divers crawling up your body, pulling regulators out of your mouth, pulling you under, etc. You need to be pretty comfortable with your own skills/abilities in the water before you're ready to deal with someone else in a panic situation.
