Western Carribean where best to dive? Belize City, Cozumel, Costa Maya or Roatan?

I have dove Hawaii, and Costa Rica, now going on a cruise I will have to book my excursions on my own, will go through a PADI shop, will need to rent equipment. Where best to dive? We will be in ports of Cozumel, Belize City, and Roatan and Costa Maya, am thinking its between Belize City and Roatan. I would love to see dolphins, whale sharks, or mantas or sting rays, I was a divemaster, haven't dove since 2006 so its been awhile, 70+ feet diving doesnt bother me, heard the currents can be strong in certain areas, that can be bothersome...Any suggestions on where to dive and with whom to book? Thank you :D
 
We would all like to see dolphins, mantas and whale sharks on our dives but it's just not going to happen all the time. If you're lucky you might see whale sharks in Roatan March/April.

As far as dive ops, you will get everybody's favorite on this board. With that said..

In Coz I use Aldora divers Aldora Divers of Cozumel. Very good
In Roatan I use Bananarama Bananarama Dive Our Eco Friendly Dive Center and Beach Front Resorts :: West Bay Beach Hotels
In Belize I stay in Ambergris Cay and not sure if any of the dive ops there do cruisers.
In Costa Maya I was a little south in Xcalak and I don't think they do cruisers either.

All 4 areas are very good for diving and I'm sure with a little research you will enjoy getting wet again.
