I use a rubber weight (marseilles) belt that tightens up when you hit depth and thus doesn't move around. They are usually designed for freedivers but I use it also for scuba and it works great
 
I just got a depth compensating buckle from LP. It is the coolest thing -- it takes up the slack at depth and loosens when you ascend. Makes the belt (assuming you have the comfy soft weights that sit in external pockets, like I do!) feel like you're wearing pants with an elastic waist band... Like most people, I thought it was a gimic. But it's worth the 10 bucks (?) that I paid for it...
 
I also have used the rubber belts and love them. I have 3 of them for the different suits I use.
You didn't say how much weight she uses, but I don't think the belt is really up to holding much more than 20-25# with out sagging from the weight.

You didn't say how many weights she's using, but I'm going to assume its larger and fewer weights. Try using more and smaller weights and positioning one in front of the hip and one in back of the hipbone-on both sides. This way, the weights (and your bones) themselves, keep the belt from turning
