I plan on snorkeling in one to four feet of salt water. I would like to make or purchase a lightweight waterproof container to hold a towel, wallet & keys. Suggestions would be appreciated. Ty.

There are small drybags out there on waist belts that are perfect for snorkeling with keys/wallet. Carrying a towel is a little harder unless you are talking about a washcloth. There are larger drybags with backpack straps that maybe you could wear while snorkeling, but you won't be going UW with that.
