Pescadore island off moalboal is an outstanding dive, for the sardine schools.
But cebu's best diving is on Malapasqua, to the north of the island. It's world class.
Malapasqua was hit hard by the typhoon, but afaik, the diving operations were back up and running almost immediately.
Even as beginners, I think you will appreciate the good diving at Malapasqua.
