I've reread it and you're correct. I've looked further and found 173.34. It specifically mentions visual inspection but does not specify that it be done by someone with training, just that it has to follow cga pamphlet c-6 and be done when the tank is hydro tested (every 5 years).

That's a different visual inspection, done as part of the hydrostatic requalification. The criteria are somewhat different than a SCUBA industry VIP, for example, it doesn't include an inspection of the valve.

But that's another pet-peeve. Laws and Regulations are supposed to be public and free, but that one effectively incorporates by reference a document that you need to purchase from a private organization at a pretty steep price.
