I am sure it can and DOES almost anywhere. I can only speak for my own experiences on the local boats that I patronize. Again, I have only been diving for a little under a year and unfortunately only get out once a month on boat dives but I have yet to encounter the horror stories I have heard and read on different sites.
No one is perfect. And it would be silly on my part to state that here in socal things like that don't happen. All I'm saying is the boats I go on practice very methodical checks before you enter the water, when you come back aboard and before they weigh anchor. I like this approach and wish everyone would do the same. It is safe practice. If I went on a boat and there were no checks and measures, especially before weighing anchor I would probably not dive with them again.
Have fun, stay wet, drop by Moss Cove Sunday morn if you have nothing better to do. Should be there around 9, would love to meet you and pick your brain more about other sites on our coastline.
