It says that Region 10 personnel enter the program thru a recruitment process available to permanent EPA employees in Seattle.
So I guess you have to be a permanent EPA employee in Seattle, right?

EPA employee's from all regions come in for the training, also members of state DEP, and law enforcement as well.
