Just wondering if there are any upscale dining options and/or off-beat restaurants we should be on the look out for.

Are there restaurants that would need more dressy clothing for dinner or jackets for men? We like to travel light, but want to be dressed appropriately when dining out in the evening.

there are only 2 upscale restaurants: capriccio and at sea.
neither requires a jacket, smart casual is fine.

there are other "nice" restaurants, but they are not upscale.

at sea generally has a tasting menu with a flight of matched wines.
capriccio is northern italian fare with a very deep wine cellar - last trip we enjoyed an "italian champagne" Franciacorta.
 
There's also It Rains Fishes but they have no dress code that I'm aware of. It Rains Fishes Bonaire I wore khaki shorts and a shirt with a collar. But it was likely a Hawaiian shirt...lol

At Sea takes reservations if you want a patio table.

As long as you have nice shorts or a set of cool slacks and a collared shirt, you will be fine on Bonaire. Restaurants run the gamut, but Capriccio and At Sea are two of the more "upscale" offerings. We've enjoyed At Sea immensely the last two times we've been. We were unlucky at Capriccio last time. I say it that way because we were disappointed, but almost all other reviews I've seen have been quite positive. I'd also highly recommend Wil's Grill. I've found It Rains Fishes to be good, but a bit overpriced for me. You might check out Bobbijan's for an inexpensive alternative one night. I think it is pretty good food for a good price. Bonaire has a lot of good dining. When we went for a week last year, we hit Wil's, At Sea, Bobbijan's, Pasa bon Pizza (we always combine a night dive with a pizza at least once a trip -- order on the way to the dive site, letting them know when to have it ready, then pick it up after the dive) and Plaza Limenita. I think we tried Appetite as well, but they have since closed down. We do breakfast and lunch (mostly) in the condo. One other piece of advice -- check before you go to see what restaurants are closed on what night.
 
Nice shorts and golf shirt for men, sundress or shorts and blouse for women. I usually take a pair of khaki slacks to wear if we're having dinner with local-friends. That is what they will probably have on.

We had a really excellent evening at Sebastians (formerly Richards) in July.

There is nothing on Bon (that I know of) like those places that will issue you a coat/tie if you show up without one...

edit: also, reservations, even if only an hour or 2 ahead, are appreciated by most...
 
Unless you're James Bond, I can't imagine anywhere in the Caribbean where a man is expected to wear a jacket at dinner. Oh, I'm sure there is some pretentious resort somewhere I'm not aware of, but then again, the people with the serious money are often the most casually dressed.
 
For me, dressing up for dinner on Bonaire means putting on a clean t shirt.
