Unguided (shore) diving in Bali

Have you tried Relax Dive Bali? They are closest to the new wreck, not sure if they will rent tanks to you, but it's worth an email.
 
Definitely Tulamben and Amed if you to dive without a guide. Don't know of any dive centre that would let you do that in East Bali or Nusa Penida. Currents in those areas prevent diving unguided if you don't have experience on those dive sites (100+ dives). Doing otherwise would make no sense as you may end up in dire situations even if you are a very experienced diver elsewhere. Local dive guides are also great and will help you see much more than if you were on your own (safely). Prices are also very affordable when diving with local dive centres.
