Polyken 223 is used on some of the better commercial diving umbilicals. I worked for a couple of companies that just used thick duct tape and that does the job for a while. But again, the real question revolves around application.

From the OP's Bio:....I'm working on two underwater inventions presently.
......one is a tethered breathing apperatus, that is also in progress.
