I'm looking for a thin turtleneck liner to wear under my fleece...something that would ride up a little higher on the neck. any suggestions??
 
Under Armour makes some good mock T-style thermals.

You don't want anything too high up on the neck, of course, or you'll interfere with the seal.

Another solution is to make a 2mm neoprene neck band about 2" wide.

For real cold dives, I put a couple of those bands over my latex neck seal for extra warmth.

Otherwise, here's a Polar Weight Mock Tee from Cabela's for about $25.

My undies have a low cut neckline and I just want to cover the base of the neck. I know that when I'm outside in cold temps, I can stay warm with relatively light clothing as long as my neck and head are covered. I like the neoprene collar idea! Sort of a wet-suit dickie!
