For blue spotted sting rays check out Panny's Point. I saw 9 sting rays there on afternoon dive 3 days ago. Bring a light because they hide under ledges and in crevices.

oh ok! shore dive from planet dive? so you also did the barge and twin rocks? (i guess different dive ops call sites differently hahahahaha)

panny's is due north from twin rocks, lambas balai, it's a closer shore entry (surface swim) from balai than planet dive... it's between balai rock and bebot's
