The scuba tanks are fuel tanks, the regulators are fuel pumps and the diver himself is both pilot and engine.Now, how and where does a set of doubles fit in, and how does it compare to a pony?

A pony is a reserve fuel tank, similar to that on most motorcycles.
A better way to look at this is that different dives/flights have different requirements.
The FAA won't let you cross the ocean without two engines AND two pilots.
