Now, you either misunderstood or misread.

1. I didn't say that indonesian people are stupid nor lazy. Most of my friends are indonesian.

2. People are NOT shooed away. They voluntary rent wakatobi part of their fishing reefs.

I have actively been involved in the "gili eco trust" on the Gilis and they are using a similar system on Gili trawangan after they tried for about seven years to keep the reefs (national park) fishing free. Which didn't work, so the money they used to spend on patroli, staff, fuel goes now straight to the fisherman and there have been very few problems.

Have a look what is happening in Bunaken. When I was there (february) they stopped charging the parkfee because they had problems with the organisation. I was talking with some western diveshopowners and they didn't say much good about the bunaken system.

You should also know that most of tukang besi is a national park so technically there is no fishing at all allowed.

I really think you should go there and have a closer look. I don't know everything about it but I know it's working!
