UPDATE!!!
Just came back from my mom's with a sufficiently repaired Stratos.
I opted to go the simple route and keep the single pull strap setup, ie I did a straight replacement of the elastic strap with the lightweight polypropylene webbing that Marek specified. I bought 4 feet from strapworks.com so I'd have plenty in case I decide to do it over later; total cost with shipping was about $2.50. My mom hand-sewed the ends so in the end I didn't need to use the sewing awl that I bought from hoosier (although I DID use the nylon thread he sent me with it... so thanks!
) The finished strap is solid and grabs the buckle like a dream, and my mom's sewing job seems like it'll last. We'll see how it stands up in the water, but I think my Stratos saga is over. Thanks to everyone for their help, especially Marek and hoosier. Things like this, from finding out about Triple-L in the first place to all the expert advice and help, are the reason ScubaBoard is so great to be a part of.
