I had 2 trips to Roatan this winter. Feb 1 to Feb 15 and April 4 to April 11. I took my OWD training with TGI Diving at Henry Morgan Resort during the first trip and then went back for a week of diving. I don't have anything to compare to my experiences with TGI but a number of other divers had a lot of experience and seemed for the most part happy with the operation.
Obviously I enjoyed it or wouldn't have gone back. The resort is on the best beach I've ever been to after many trips to Mexico and Cuba. Despite the Cruise ship people who take over a fairly small part of the beach it is surprisingly uncrowded and underdeveloped. Henry Morgan has 116 rooms and is the largest hotel on the Island. My wife who doesn't dive spent hours every day swimming and snorkeling and can't wait to go back next year.
There has been some criticism of TGI overcrowding their dive boat. I found the number of divers fluctuated quite a bit. One afternoon dive had only 3 people and I went on several dives that had about 12 people. But then there were dives that had up to 30 divers divided into 4 groups. It didn't feel unsafe just crowded. The largest group I was in had 9 divers which seemed to be a couple too many but I don't know if there is a standard limit. I got to know the divers I was with, all Canadian and most with many years of experience, and they seemed to be more in charge of the dive than the divemasters were. Since the resort is not dedicated to diving in the way that AKR or Cocoview is it is unpredictable how many hotel guests will sign up for dives. The hotel accommadates about 230 people and TGI has to deal with a different number of divers each time the plane comes in from Milan or Toronto. None of us want to be on a crowded boat but none of us want to be told we can't get on the boat because it is full either.
