It's been like that with the pseudoephedrine in all of the central american places I can think of...Mexico, Roatan definitely...I think also Belize, and Curacao but don't remember as clearly. I'm told officially you are not allowed to bring any either. However, we bring enough that is clearly just for personal use and it has never been a problem. We don't actually bring them in the original box. We leave them in the blister pack and put them in our bathroom bag. They have been randomly searched at the cozumel airport before - no biggie, opened bag, they were in plain site but didn't seem to be of any interest to the customs official. If we had hundreds, or even dozens of tabs it may have been different...but we didn't seem to ring any alarm bells.
