remind your friend that the electricity voltage is different, and he/she will have to bring an adaptor, or the charger will burn out.

Many (not all) chargers are 120/240 V, and will operate well both here and in Asian countries without a converter. The designation will be stamped somewhere on the charger. They will need a plug adapter in any case though.
 
I flew in to the PI with 12 Nimh rechargables in my checked bag a couple days ago. No problem this time, or any previous flights when I carry my rechargables. I wasn't even aware of the restriction. I just make sure they are packed tightly so they can't shift around while in transit, small tupperware does work great for that purpose.
