I also believe that there is a weight limit on carry on items also, so unless you have no other items to bring it will probably be better to rent. Your arms & shoulders will probably thank you afterward.

I've travelled with weights. You're allowed 2 checked bags and a carryon plus personal bag. Between my wife and I, we usually reserve one of our checked bags for weights. It's the smallest bag, but the heaviest. And I also haven't had my carryons weighed. I usually pack about 50lbs worth of stuff into them.

Dont bother, small plastic freezer bags full of sand put into a pouch belt works nicely.

I packed my weights for my first dive trip. Thank goodness that was back when you could have 70 lbs bags.
 
Weight is usually supplied and that is 50/bag, can bring 2 bags if necessary......
 
I carry a set of ankle weights in my carry on just to keep the weight out of my checked baggage in order to make the weight restrictions. One of the problems that I have had every time is that they appear strange to TSA xray people. Everytime my carryon has been yanked out for inspection to the point that I keep them in a handy space so that I can show them to the inspector quickly. No big deal really, but someday you might encounter an inspector that won't believe they are ankle weights and may want to cut them open or confiscate them, just an FYI.
 
I used to take a large dive bag with extra everything if your instructing ok. But pleasure diving ... I have a one mask/snorkel/bc/skin or a shortie/warm water boots/reg-puter-spg-compss/light and strobe/sudafed/auro-dri a mesh bag and were diving.
