August will be just fine. We were there in late Aug / early Sept. a few years ago and the weather was fine. VERY strong sun from about 1-5pm though. The winter winds don't really begin to kick up until mid November, or so.
 
I've been to Cancun & Coz in Aug. many times. I think each time there, we got one partly rainy day in each 7 day visit. You can still dive in the rain. The rain seems to keep the wimpy divers away:D
 
I just came back from Cozumel two days ago.
The weather was perfect. It was mostly sunny with some clouds. We had some rain at night and shower in the afternoon, but it didn't bother us at all. We went to Cozumel in August two years ago. The weather was perfect, but we were a little nervous about hurricane before we went.

As for accommodation, I recommend Occidental Allegro Cozumel Resort. We have stayed there two times and we just love the nice sandy beach, the large pools, the dive operator with 6 boats, all-inclusive meals and drinks, entertainments at night. Althogh the resort is a bit far away from downtown (about $18 for one way), we were happy about everything the resort offered and only went to downtown twice in 8 days.

I saw some people riding jetskis, and I think you can rent at the next hotel. At the Allegro you can rent sail boat, canoe, snokels, fins, and etc.....for free.
