There are specific rules in MA about when that can happen. In short, if it isn't an object of unusual historical significance, or valued in excess of $5000, you might have a claim. You can also use it as evidence of wreckage and use that to get a reconnaissance permit that will entitle you to a claim on (at least a significant portion of) the wreck or it's cash value if more is discovered.
