Yes in almost every case. Some agencies such as SSI bundle things differently as you progress but OW is ubiquitous.

Everyone is happy to take your money.....Sad but true.
 
You can also come to PADI from another agency to train up to the level of DM. After getting into the "professional" level of training, then you have to be brand specific, or take the class with another agency.
 
PADI will bore you to tears. SDI TDI is tech diver oriented and the training will go deeper into theory than any PADI course.
 
We do Naui classes, and we can take someone after SDI, Padi, etc... Like you've heard - they will all accept each other at face value - while a lot of folks will say they are not equal - they are treated that way for progressing.
