As mentioned at the Town Pier there must have been +25 divers under there stirring up a lot of sand. My focus light positioned on my housing just produced backscatter. Once I shut it off and started using other diver's lights to get the lens to focus things improved. Unfortunately divers not taking photos do not tend to stay focused on any one thing more than a couple of seconds, dang TV attention spans!! The four strobe set up will be effective with more tweeking.
