I've got a fairly common non balanced piston first stage.

Maybe try flipping the seat, see if it changes.
Slightly deeper cut than it appeared maybe, try the paper shim under the seat the Rob suggested.Done, IP when from 12 to 11 bar (176 to 162 psi)

The IP Spec is at 9.8-10.5 bar at 200 bar tank pressure (142-152psi at 2900psi). The service manual (http://lowwall.eu5.org/sm2017.pdf - 2S section starts at page 68) says "If there are no Plastic Washers present, and the IP is above the acceptable range, the Spring must be replaced."Done, IP when from 12 to 11 bar (176 to 162 psi)
