Thought I would toss this information out there in case someone else has the same problem.

I recently went to update the firmware on my Petrel, when telling the Petrel to update I got an error on the Petrel screen, I believe it was "BTINITFAIL". This is before the countdown on the bluetooth mode starts.

After some web searching I wasn't able to find anything useful. The solution ended up to give the contacts on the battery door a good cleaning. My Petrel has the old brass contacts and they were pretty dark colored (I believe newer ones have gold plated contacts).

Radio components typically consume a lot of power, my best guess is the corrosion on the battery door was limiting current preventing the bluetooth radio from powering on.
