I don't know what it is called in the full version but in the elements version you go to enhance> adjust color> color cast.

Your cursor will turn into an eye dropper. I click around in the picture, looking for the lightest (whitest) or darkest (blackest) spot. The picture will shift in color. I try to either get a dirty jeans blue hue or a brownish-yellowish hue, like an old photo.

Then I use auto the three auto tools, seeing which result I like best.

Depending on the photo I will then add some red and a touch of green, maybe make it a bit darker or lighter using enhance>adjust color>color variations

If I really want to get into detail I will go in and touch up the color using the paint brush tool.
 
this is my take...

I used a modified method to adjust for the color using the color cast method in Adobe. You can use "threshold" layer to find the brightest and darkest spots in the picture to get the balance (use dropper to mark the spots). Then you go to adjustments under curves, use the shadow dropper on the darkest spot, and the highlight dropper on the brightest. The picture will adjust accordingly.

The second includes some adjustment in the color curves to make it greener...

Added a third one where I use color cast followed by the "tails" adjustment documented somewhere on SB.
 
Here's my try - I just kept tweaking buttons and knobs, couldnt tell you a formula :D.

Of all the tweaks so far, I must admit that I liked your first image of the two the most. It is a move away from the "photo-realistic" - but it has a lot of character. I could imagine it on a postcard.

I don't have a new pic but had some more time to play with the last one. I love photoshop, even if I don't know it very well yet :D. Here is my first attempt and my latest tweak:
