Yes, but will that pressure just force/allow it to built further south and destroy more of Paradise reef - or whats left of it?
 
If built it will encroach on the view and access to:

The Presidential Palace
The Current Governor's house
a new house of the Joaquine family (As in Don Nassim)
a house of the Becerra family( Casa Mexicana, Suites Bahia. Pepe's Grill. Palmera's etc)


as plus: Villa Aldora will become the best Gentlemen's Club in Cozumel

I can see a lot of pressure against this from within

I hope so Dave! It is too bad that Calderon is no longer the Mexican President. Not sure the current one even visits or dives. This has been talked about for awhile.

I just emailed the people who own the condo we always rent about this issue. Cantamar is almost right next to Aldora and this disastrous project will wreck our view and screw up the peace and quiet we've grown to love. We dive with Aldora 3 times a year and couldn't be more dismayed about this proposal.
 
Locals will let it happen though

Which makes total sense because it is there island.

I guess they do have a 'right' to foul their own nest, not learn anything from the over development mistakes of others, and kill their goose that lays the golden eggs!

.....could be why Aldora has been doing so much exploratory site diving, a desperate attempt to find more remote off shore dive sites away from the shore as they are seeing the writing on the wall, as the latest 'brick' in the cruise ship 'wall' of over development strangulation/death kills off the traditional Cozumel dive sites.
